
An ambitious project for the creation of a large educational campus is starting in Bishkek, made possible by an agreement between the presidents of Kyrgyzstan and Russia. This initiative is aimed at developing the Eurasian educational space.
Gulya Kuzhokulova, a member of the relevant committee, informed the correspondent of VB.KG that the conditions for the construction of the student campus were discussed at a meeting of the Jogorku Kenesh Committee on International Affairs, Defense, Security, and Migration.
She noted that the Law on the ratification of this agreement received support from both deputy groups and committees and was adopted by the parliament in three readings.
The future campus will be established based on the Kyrgyz-Russian Slavic University named after the first president of Russia B. N. Yeltsin.
Campus for 15 thousand students
According to official data, the project involves the construction of a modern university designed for 15 thousand students.
The campus will include:

As the parliamentarian emphasized, the project will be implemented as a full-fledged student campus.
Location of the campus
The campus will occupy an area of at least 30 hectares. The land plot will be located in the Baytik Baatyr rural area of the Alamudun district in the Chui region, which is part of the expanding Bishkek agglomeration.
Terms of the agreement
According to Gulya Kuzhokulova, the Kyrgyz side is committed to providing a land plot of no less than 30 hectares and ensuring connection to engineering networks, including electricity and water supply, as well as legally formalizing the land.
The costs of construction, including equipment and educational materials, will be borne by the Russian side represented by the Government of the Russian Federation.
International project and new prospects
This will be a modern, high-tech educational cluster that meets the latest global standards. Students will have the opportunity for quality education and the realization of their ambitions. Gulya Kuzhokulova noted that the project has an international character, which includes student exchanges and the involvement of foreign teachers.
In the deputy's opinion, this will expand academic ties and introduce modern educational practices. She emphasized that this does not mean replacing local specialists.
"Such initiatives actually raise the level of our teachers, creating opportunities for experience exchange and improving professional skills," she added.
Moreover, the project is particularly relevant in the context of the rapid development of digital technologies. Students of KRSU will receive two diplomas: Kyrgyz and Russian.
"In the era of technology and artificial intelligence, it is important to maintain live communication between students and teachers, as well as between different cultures and schools. This creates a real educational environment," the deputy noted.
Position of the parliament
The Jogorku Kenesh of the Kyrgyz Republic unanimously ratified the agreement on the construction of the KRSU campus.
This agreement was signed between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Russian Federation on November 26, 2025, in Bishkek.
Implementation timeline
The start of construction is planned for this year, and the project is expected to be completed by 2032.
