The Mandate of Kuanyshbek Kongantiev. Why Has It Not Yet Been Transferred to Aydarbekov?
The news that Kongantiev was leaving the Jogorku Kenesh became known on March 10.
On March 18, the Central Election Commission of the Kyrgyz Republic handed out mandates to new deputies, including Ulukbek Ormonov, Mavlyuda Kalberdieva, Baktybek Choybekov, and Altynkul Murzakimova. It is important to note that a mandate was also transferred for district No. 29, where Gulsyunkan Junushalieva resigned only on March 16.
According to the rules of electoral legislation, a vacant mandate should go to the next candidate who received the highest number of votes, taking into account the gender quota. According to the data from the Central Election Commission, Chingiz Aydarbekov, who received 6,259 votes (15.7%), is such a candidate for district No. 21.
However, the paperwork for Aydarbekov has not yet been initiated.
As Kaktus.media learned from the Central Election Commission of the Kyrgyz Republic, the process of transferring the vacant mandate is being delayed due to the need to clarify certain issues regarding Aydarbekov's candidacy.
“There are circumstances that require clarification through the Ministry of Foreign Affairs, which will determine the further decision,” the Central Election Commission commented.
The agency did not clarify what specific circumstances are being referred to and did not explain why these issues were not resolved before the elections. However, they assured that an answer would be provided soon.
Chingiz Aydarbekov himself has not yet commented on the delay in the transfer of the mandate.
