This decision was made to facilitate the payment processes for contracts related to the supply of goods, performance of works, and provision of services by state bodies and local authorities.
The signing of the new resolution took place on March 18, 2026, under the leadership of the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev.
The regulatory act will come into force 10 days after its official publication.

On Banking Support of Contracts
In order to enhance transparency and efficiency in the execution of contracts in the field of public procurement, in accordance with Article 49 of the Law of the Kyrgyz Republic "On Public Procurement" and Articles 13, 17 of the Constitutional Law of the Kyrgyz Republic "On the Cabinet of Ministers of the Kyrgyz Republic," the Cabinet of Ministers resolves:
To approve:
1) The procedure for ensuring banking support of contracts in the field of public procurement, according to Appendix 1;
2) The list of banks authorized to provide banking support for contracts in the field of public procurement, according to Appendix 2.
Purchasing organizations using banking support must provide in the procurement documentation and contracts for phased retention of the guarantee for the execution of the contract with each payment based on the signed act of completed works.
The Ministry of Finance of the Kyrgyz Republic:
1) By January 1, 2026, together with the banks listed in Appendix 2, develop and implement specialized credit and banking products for suppliers and co-executors involved in contracts secured by banking support;
2) Align its decisions with this resolution.
The State Agency for Management of State Property shall prepare a draft decision of the Cabinet of Ministers on the application of banking support for contracts in purchases by state and municipal enterprises, as well as economic societies with state participation of more than 50%, including their subsidiaries, within three months.
Control over the implementation of this resolution is entrusted to the Department of Control over the Execution of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
The resolution comes into force seven days after its official publication.
