
Management skills are becoming a priority over academic qualifications
A reform in the management of higher education has begun in Kyrgyzstan, which involves revising the existing model for appointing rectors. The new draft resolution, currently being discussed by the public, proposes to abandon the requirement that the rector must be appointed from among individuals with a doctoral degree and relevant academic titles.
The justification for this project states that for effective management of a modern university, it is more important to have an experienced manager than an academic working within the university walls. According to the document, it is planned to completely eliminate the requirement for an academic title, as well as to lower the necessary degree to a candidate of sciences or PhD. For creative educational institutions, a more flexible solution is proposed — the possibility of appointing a person with an honorary title in the field of art.
It is noted that in modern conditions, strategic thinking and crisis management skills have become more relevant than traditional academic achievements.
