
Kyrgyzstan's Minister of Justice Aiaz Bayetov emphasized the important achievements of the department in an interview with journalists.
He noted: "This long-term project, implemented with the support of the UN Office on Drugs and Crime and the Ludwig Boltzmann Institute for Human Rights, has allowed us to digitize the judicial system. Significant work has also been done in the field of probation, which has become a real relief for both government bodies and citizens. People can now serve their sentences in freedom under supervision, which has led to a significant reduction in the number of inmates and a decrease in recidivism cases. Digitization has proven to be an effective solution in the fight against crime," he added.
The Minister also noted that such changes are not only humane but also economically viable for the country.
"In our country, there is no increase in the number of inmates; on the contrary, their number is decreasing, and new mortgage houses are being built on the site of the old colony in Bishkek. Kyrgyzstan has become an example for other countries in this regard. We continue to simplify procedures and instructions, increase the effectiveness of crime prevention measures, and combat domestic violence," concluded Aiaz Bayetov.
The results of the work initiated in 2022 with the support of the European Union impress even the most skeptical observers. Statistical data shows that the number of strict sentences involving imprisonment has decreased by 24%, and the total number of inmates has reduced by almost 30%. The probation service, established six years ago, has now become an important part of judicial reform, offering people the opportunity for rehabilitation without severing ties with family and work.
Among the main successes of the first phase of the project, it is worth noting the complete modernization of crime and violation registries, as well as the implementation of smart systems for assessing the risks of probation service clients.
