Torobaev: Over the past five years, electricity consumption in the Kyrgyz Republic has increased by 25%

During the meeting of the collegium of the Ministry of Energy, dedicated to the results of work for 2025, the Deputy Prime Minister Bakyt Torobaev participated.

According to the press service of the Cabinet, the Minister of Energy Talaybek Ibraev and his deputies presented reports on current activities in the energy sector, the results of the ministry's work, as well as existing problems and future plans.

In his speech, Torobaev emphasized that the Ministry of Energy faces strategically important tasks related to ensuring stable electricity and heat supply for citizens and the economy, as well as addressing the problem of electricity shortages in the country.

The economic situation demonstrates positive dynamics, leading to a significant increase in demand for electricity. For example, in 2020, consumption was 15.4 billion kWh, while by the end of 2025 this figure reached 19.3 billion kWh. Thus, over the five-year period, consumption increased by more than 4 billion kWh, which is over 25%.

Additionally, it was noted that in recent years, modernization of the Toktogul, Uch-Kurgan, and At-Bashinsky hydropower plants has been carried out, and new small hydropower plants such as Bala-Saruu, Kara-Kul, Kok-Art, and Kainama have been commissioned. However, despite this, the pace of commissioning new capacities is not keeping up with the growing demand for electricity. In 2020, the country produced 15.3 billion kWh of electricity, while in 2025 this figure was only 15.4 billion kWh. Furthermore, changing climatic conditions have led to a decrease in water resources.

Regarding coal supply for the population and social facilities, the minister noted that it is necessary to form coal reserves in advance for the heating season, as well as to organize its delivery and distribution.

Construction of solar and wind power plants using renewable energy sources is being carried out at a high level, but such installations are subject to the influence of weather conditions. In this regard, the importance of preparing calculations, balances, and reserve capacities in advance was emphasized.

As a result of the meeting, it was concluded that all discussed aspects, including generation, water resource management, integration of renewable energy sources, and readiness of energy networks, are directly related to the main task of the Ministry of Energy — ensuring uninterrupted and reliable electricity and heat supply for the population and the economy. The ministry was given specific assignments.
