In nine months, 2.7 billion kWh of electricity was imported into Kyrgyzstan

According to data obtained at the end of the first nine months of 2025, the total electricity consumption in the Kyrgyz Republic amounted to 13.8 billion kWh. At the same time, the country's energy sector produced 11.3 billion kWh of electricity, which was distributed as follows: 9.7 billion kWh from large hydropower plants, 0.18 billion kWh from small hydropower plants, 0.16 billion kWh from mini hydropower plants, 1.3 billion kWh from thermal power plants, and 0.7 million kWh from solar power plants. In addition, Kyrgyzstan imported 2.7 billion kWh of electricity from neighboring countries.

This data was presented at a meeting of energy companies and institutions organized by the Ministry of Energy of Kyrgyzstan.

The event was attended by high-ranking officials, including the Minister of Energy of Kyrgyzstan, Talaybek Ibraev, his deputies, as well as heads of energy companies and institutions under the ministry.
During the meeting, the heads of the ministry's structural divisions and enterprises of the fuel and energy complex presented reports on their work since the beginning of the year and shared plans for the future.

T. Ibraev, the Minister of Energy, emphasized the need for a responsible approach from all energy workers to ensure uninterrupted electricity supply to the population during the autumn-winter period of 2025-2026.
The main results in the energy sector for the first nine months of 2025 can be summarized as follows:
1- The total electricity consumption in the country amounted to 13.8 billion kWh, while 11.3 billion kWh was produced, including 9.7 billion kWh from large hydropower plants, 0.18 billion kWh from small hydropower plants, 0.16 billion kWh from mini hydropower plants, 1.3 billion kWh from thermal power plants, and 0.7 million kWh from solar power plants. Electricity imports from neighboring countries amounted to 2.7 billion kWh.
2- As part of the project "Rehabilitation of Toktogul HPP Phase No. 3," installation work on hydro unit No. 3 has been completed. Currently, pre-commissioning work is underway, and on October 30, 2025, it successfully underwent its first synchronization with the electrical network of the Kyrgyz Republic. It is expected that rehabilitation work on the unit will be completed within the next two weeks, which will increase its capacity by 60 MW.
3- The modernization of hydro unit No. 3 of the Uch-Korgon HPP began in March 2025, and currently, the work is 98% complete. It is expected that on November 12 of this year, the unit will be put into test mode. If the tests are successful, the capacity will be increased by 20%.
The rehabilitation work on hydro unit No. 4 of the Uch-Korgon HPP has also been completed, and its capacity has been increased by 9 MW, which corresponds to 140.6 million kWh.
4- Work is underway to update the feasibility study for the construction of the Kambarata HPP-1, for which a contract has been signed with the contractor. The type of dam has been determined, and in addition to the previously allocated 5 million USD from the World Bank, an additional 13.6 million USD has been allocated. The main construction work will be financed by the World Bank in the amount of 1.5 billion USD for three countries (Kyrgyzstan, Kazakhstan, Uzbekistan).
The following works have been completed:
- Construction of the access road to Kambarata HPP-1 (318 km):

* 95% of earthworks completed;

* 90% of concrete work completed;
The unfinished section of tunnel T-2:

* 100% of excavation and concrete work completed;

* 100% of internal concrete work completed;

* 40% of operational work completed;
- Construction of the 110 kV ACH substation (18 km):

* 95% of line laying work completed;

* 95% of steel column installation completed;

* 90% of auxiliary center work completed;
- Access roads from passage No. 2 to the construction site of Kambarata HPP-1:

* 95% of earthworks completed;

* 85% of concrete work completed;
- Construction of the Right Bank Bridge over the Naryn River:

* 100% of pile drilling and concrete work completed;

* 75% of the upper part of the pile foundation completed;

* 35% of total bridge work completed;
- Construction of a temporary settlement for builders:

* 95% of foundation work completed;

* 75% of metal structure work completed;
5- Work continues on the commissioning of the second hydro unit of Kambarata HPP-2. Within the framework of this project, contracts have been signed for three lots, including equipment and construction work. On June 16, 2025, an agreement was signed with the Dec-SM consortium (China-Korea) for lot 1, and on August 19 for lot 2. On September 9, an agreement was signed with Sinohydro Bureau for lot 3. Currently, preparations are underway for the execution of the contracts.
From October 28 to 31, 2025, a meeting is planned with the participants of the contractors for all three lots to coordinate further steps and discuss updated work schedules.
6- Since the beginning of the year, 5 small hydropower plants with a total capacity of 41.29 MW have been commissioned, and by the end of the year, the completion of another 4 hydropower plants with a capacity of 3.93 MW is planned. A solar power plant with a capacity of 1.95 MW is operating in the country.
This year, investment agreements have been signed for the construction of 5 solar and 1 wind power plants with a total capacity of 3150 MW.
7- On October 27, 2025, the opening of the Kara-Kul HPP took place with the participation of the President. Construction work continues at the Orto-Tokoy HPP, as well as the reconstruction of the Lebedinov HPP. JSC "Chakan HPP" is intensifying preparatory work for the construction of the Papanskaya HPP, and work is underway to conclude contracts for the construction of the Lower-Tarskaya HPP and the reconstruction of the Bystrovskaya HPP.
In 2025, JSC "Chakan HPP" plans to install 10 electric charging stations to improve automotive infrastructure and develop green energy, of which 6 have already been installed.
8- JSC "Kyrgyzkomur" extracted 655.3 thousand tons of coal and conducted overburden operations amounting to 6.8 million m³ in the first nine months of 2025. Since the beginning of 2022, the company has received 23 licenses for the development and exploration of deposits, 4 of which have already been put into operation.
Full-scale mining is underway at six coal seams, utilizing 223 units of equipment. To ensure the population with coal during the autumn-winter period, 126 coal storage facilities have been opened.
9- Gasification of the village of Novopokrovka continues, and gasification of the settlements of Ak-Bosogo and Voenno-Antonovka is also planned. Since the beginning of the year, 100 kilometers of gas pipelines have been built, and 7500 subscribers have connected to the network. The volume of natural gas sales as of July 2025 amounted to 329.7 million m³, which is 1% more than in 2024.
The project "Preferential Financing for Gasification of the City of Bishkek and Chui Region" was approved in April 2025, and as of the end of the first nine months, loans have been issued to 92 households totaling 11.45 million soms.
10- Within the framework of the joint venture "Kyrgyztransneftegaz" and JSC "Kyrgyz-Turkmen-K-Neftegaz," repair work has been carried out on 22 oil wells. Major repairs of substations and the construction of an oil refinery in the Kadamjai district are underway, with commissioning scheduled for August 2025.
11- To improve the quality of services in three district electrical networks, new administrative buildings are being constructed. New buildings have already been put into operation at four RES sites.
12- In the first nine months of 2025, the energy sector acquired 136 units of special equipment, including 29 units for the "Kyrgyzkomur" enterprise and 91 units for JSC "NESC".
13- Construction of substations is underway, including the 110 kV "Dacha" and 35 kV "Taldy-Suu".
14- Work has been completed at substations such as PS 110 kV "Muras" and PS 35 kV "Uch-Choku".
15- Since the beginning of 2025, work has been carried out in the electrical networks to install transformer substations and increase transformer capacity, as well as to replace and reconstruct power transmission lines.
16- Major repairs have affected 190 substations and over 3000 kilometers of power transmission lines of various voltages.
