
On November 7, 2014, in the city of Astana, the 4th meeting of the Supreme Intergovernmental Council of the Kyrgyz Republic and the Republic of Kazakhstan was held under the chairmanship of the President of the Kyrgyz Republic, Almazbek Atambayev, and the President of the Republic of Kazakhstan, Nursultan Nazarbayev.
During the meeting, current issues of Kyrgyz-Kazakh cooperation in the political, trade-economic, transport-communication, and humanitarian spheres were discussed.
The negotiations paid special attention to the further development and deepening of allied relations and strategic partnership between the states, the progress of previously reached agreements was reviewed, and new plans for the future were outlined.
As a result of the 4th meeting of the Supreme Intergovernmental Council, the leaders of the two countries adopted a Joint Statement.
Speaking to those gathered, President Nursultan Nazarbayev noted that Kyrgyz-Kazakh cooperation is characterized by special trust and a constructive approach to resolving all issues between the two countries. "Today's visit is a testament to the strong ties between our countries," said Nursultan Nazarbayev.
In addition, Nursultan Nazarbayev emphasized that Kazakhstan will support Kyrgyzstan's efforts to join the Eurasian Economic Union as soon as possible. In this regard, the parties agreed to redirect funds amounting to 100 million dollars, intended for financing the Kyrgyz-Kazakh investment fund, to implement roadmaps for Kyrgyzstan's accession to the Eurasian Economic Union.
President Almazbek Atambayev noted that the common historical past testifies to the deep relations between the two peoples, based on mutual respect and a willingness to support each other in difficult times.
During the joint meeting, an agreement was reached that Kyrgyzstan would purchase electricity from Kazakhstan during the autumn-winter period of 2014-2015 in the amount of 1 billion kWh. Additionally, supplies of 400 million kWh of electricity to Kyrgyzstan will be ensured on a barter basis, which will facilitate the accumulation of water resources for organizing the supply of irrigation water to Kazakhstan.
Nursultan Nazarbayev also instructed the Government of Kazakhstan to allow the passage of tank cars with petroleum products currently located at the railway stations in Kazakhstan into Kyrgyzstan.
As a result of the 4th meeting of the Supreme Intergovernmental Council, the Heads of the two states signed the following documents:
- Joint Declaration on further strengthening strategic cooperation;
- On the action plans for cooperation between the Kyrgyz Republic and the Republic of Kazakhstan;
- On the development of economic cooperation between the Kyrgyz Republic and the Republic of Kazakhstan in the context of Eurasian integration;
