International Relations in the Field of Education of the Kyrgyz Republic
Guided by the principles of creating a unified educational space with neighboring countries, Kyrgyzstan has established contacts with 11 CIS countries and signed about 28 inter-agency and intergovernmental agreements on cooperation with the relevant ministries. The implementation of a coordinated state policy with the CIS member states received a new impetus following the signing of the agreement on cooperation to form a unified educational space of the Commonwealth of Independent States on January 17, 1997. Only in the 2000-2004 academic years, more than 600 students and graduate students studied in the Russian Federation as part of student exchange; in Tajikistan — 50 students, Uzbekistan — 117, Kazakhstan — 90, and 18 students from Kyrgyzstan are studying in Ukraine. In total, more than 700 students and graduate students are currently receiving education in CIS countries. For small Kyrgyzstan, this is quite a significant number over four years.
As part of the cooperation among the member states of the Eurasian Economic Community to form a common educational space, an agreement was adopted on March 29, 1996, to provide equal rights to citizens of the states participating in the Treaty, deepening integration in economic and humanitarian areas, including regarding admission to educational institutions of these states based on mutually recognized equivalent education documents. In 1998, an agreement was signed between the Government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, and the Government of the Russian Federation on mutual recognition and equivalence of education documents, academic titles, and degrees. It applies only to state-issued documents valid in the territories of the states participating in this agreement and regulates the system of mutual recognition.
As part of cooperation with foreign countries, in June 2002, the first intergovernmental agreement on mutual recognition of education documents was signed between the governments of the Kyrgyz Republic and the People's Republic of China.
