The number of companies fined for illegal labor of migrants has increased in Russia

In the first half of 2024, Russian courts imposed fines totaling 1.6 billion rubles (equivalent to over 1.7 billion soms) for violations related to the employment of foreign citizens. This figure is 60% higher than similar data for the same period last year. This information was published by "Vedomosti," citing data from the Judicial Department of the Supreme Court.

Over six months, 9,546 organizations were fined, including 5,638 legal entities, 373 officials, 2,925 individual entrepreneurs, and 610 individuals. In the same period of 2023, the number of those penalized was 7,118. Thus, there is a 30% increase compared to last year, with the number of legal entities fined rising by 50%.

The fines under Articles 18.15–18.17 of the Code of Administrative Offenses for individuals range from 2,000 to 5,000 rubles, and for legal entities, up to 1 million rubles. Additionally, the activities of violators may be suspended for a period of two weeks to three months.

In October of this year, President Vladimir Putin signed a decree outlining the main directions of migration policy for 2026–2030. According to this document, the authorities plan to counter the formation of ethnic enclaves and intend to implement biometric technologies to monitor labor migrants.
