The Audit Chamber identified violations in the Ministry of Foreign Affairs amounting to nearly 73 million soms

Overpayments in salaries and violations in business trips detected


According to a report from the Accounts Chamber of the Kyrgyz Republic, as a result of an audit of the budget execution of the Ministry of Foreign Affairs and its foreign institutions for the years 2023–2024, financial violations totaling 72.7 million soms were identified.

Of this amount, 5.3 million soms have already been returned and are subject to reimbursement.

During the inspection of the central office of the Ministry of Foreign Affairs, instances of overpayment in salaries, social contributions, and transportation costs were discovered, which were subsequently returned. Violations related to the use of off-budget grants were also noted at the Diplomatic Academy, as well as discrepancies in labor payments and procurements.

Furthermore, in the representations located in the Osh, Jalal-Abad, and Batken regions, consular services were provided for dollars, which also revealed discrepancies in the accounting of official business trips and fixed assets.

The audit covered 11 foreign institutions, including 19 embassies, 2 representations, and 6 consulates. As a result, issues with inventories in countries such as India, Kazakhstan (Almaty), and Russia (Yekaterinburg), rental expenses in Malaysia, accounts receivable in Hungary, Austria, and Italy, as well as unpaid salaries in Ukraine, and remaining funds in Ukraine, Saudi Arabia, and Qatar were identified.

Following the discussions, the Accounts Chamber Council made a number of decisions and issued recommendations to the Ministry of Foreign Affairs and its institutions to address the identified violations and implement the proposals made during the audit.
