The State Committee for National Security (SCNS) of Kyrgyzstan confirmed the fact of abuse of power by the management of the municipal enterprise "Vodokanal" in Karakol.
In 2023, a tender was held for drilling three wells in the area of one of the water intakes to ensure uninterrupted water supply to the city of Karakol, with a total cost of 38 million 927 thousand soms and a completion deadline of December 31, 2023. However, since then, employees of LLC "V" cited various reasons, including the difficult terrain, and deviated from the original plans, using substandard materials, which led to an insufficient volume of drinking water supplied.
Despite these deviations, representatives of the municipal enterprise "Vodokanal" signed acts of completed work with inflated amounts, causing damage to the state budget exceeding 6 million soms.
As a result of the investigation, the following individuals were detained: the head of the Karakol "Vodokanal" O.Zh.K. and the responsible employee of LLC "V" D.R.K., who have been placed in the temporary detention facility of the Internal Affairs Department of the city of Karakol.
