
At its recent meeting, the Central Election Commission of Kyrgyzstan made a decision regarding the budget for organizing early elections for deputies of the Jogorku Kenesh, scheduled for November 30, 2025.
The total approved budget amounts to 700 million soms, which will be allocated for the preparation and conduct of the elections.
The funds are distributed as follows:
• Central Election Commission – 382,757,000 soms.
This amount includes centralized purchases necessary for the elections, technical equipment for polling stations, creation of informational materials, training of commission members, as well as payments for rewards, travel expenses, and other organizational costs.
• District Election Commissions (DEC) – 259,243,000 soms.
This funding is intended for rewards for commission members and technical operators, as well as to cover travel and transportation expenses.
• According to a letter from the Ministry of Foreign Affairs, the total amount of expenses is 58 million soms, which will be used to ensure the electoral rights of citizens located outside the country during the elections.
The expenses are calculated based on the following key indicators:
• Number of district election commissions – 30, total number of participants – 450 people;
• Number of precinct election commissions (PEC) – 2,622 (including 100 at foreign institutions and 30 additional PECs), total number of members – 25,720 people (of which 5,000 PEC members are operators of automated vote counting systems and 5,000 PEC members are operators of voter identification systems);
• Engaged operators for citizen identification during elections and referendums – 2,500 people;
• Technical support operators – 600 people.
