
The Central Election Commission (CEC) made an important statement for future candidates for the Jogorku Kenesh: funding for the election campaign is only possible through official bank accounts.
Special accounts can only be opened at "Eldik Bank" or "Aiyl Bank," and the use of other services for fundraising is prohibited.
The CEC also clearly stated that anonymous donations are not allowed. Accepting funds through payment systems that do not allow the identification of the sender—both in cash and non-cash—is strictly prohibited.
The Commission noted that the list of permitted mobile applications for fundraising will be updated in the future.
Violating the established rules may lead to the annulment of donations and legal consequences for the candidate:
These publications contain calls for fundraising for election campaigns through mobile applications that have not been approved by the Central Election Commission and cannot identify donors. Such actions violate the current election legislation and the rules for collecting voluntary donations for electoral funds.
Additionally, false information is being spread that donors cannot participate in financing candidates' campaigns.
In this regard, the CEC urges voters, candidates, and political parties, clarifying that there are currently no obstacles to transferring voluntary donations through traditional methods that were used in previous elections. This includes non-cash transfers through bank settlement accounts and mobile applications of authorized banks, such as JSC "Eldik Bank" and JSC "Aiyl Bank," as well as cash deposits at the branches of these banks.
The Central Election Commission, relying on the norms of the Constitutional Law of the Kyrgyz Republic "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh," reminds about the rules for forming electoral funds for candidates and political parties participating in the upcoming elections:
“A candidate or political party may open only one special account for their electoral fund” (part 5 of article 41 of the constitutional law).
The electoral fund may be formed from funds received in accordance with the legislation, namely:
— from the candidate's or party's own funds;
— from voluntary donations from individuals and legal entities, except for persons mentioned in part 3 of article 41 of the constitutional law.
“Citizens and legal entities have the right to financially support a candidate only through electoral funds” (part 10 of article 41 of the constitutional law).
“All funds constituting the electoral fund must be transferred to a special account in a banking institution. Such an account is opened by the candidate or political party with the permission of the CEC” (part 5 of article 41 of the constitutional law).
“The list of authorized banks or mobile applications, as well as the procedure for opening and maintaining such accounts and accounting for the funds of electoral funds, is established by the Central Election Commission in coordination with banking institutions” (part 6 of article 41 of the constitutional law).
By the CEC resolution dated October 3, 2025, No. 92, JSC "Eldik Bank" and JSC "Aiyl Bank" have been designated as banks where special accounts for candidates' and parties' electoral funds can be opened. The use of mobile applications of these banks for making voluntary donations is also legally permitted.
(Soon, the list of mobile applications of commercial banks in the Kyrgyz Republic will be expanded, and the CEC will provide additional information about this).
“Contributions to the electoral fund can be made through a bank settlement account or mobile application via non-cash transfer, or cash payment through the branches of authorized banks. Non-cash transfers or cash deposits through unidentifiable payment systems are prohibited to avoid recognizing such donations as anonymous” (part 2-1 of article 41 of the constitutional law).
“The funds of electoral funds are intended solely for covering expenses related to conducting the election campaign” (part 8 of article 41 of the constitutional law).
In order to prevent violations of electoral legislation, the CEC urges candidates to refrain from the mentioned publications and ensure transparency in the receipt of voluntary donations to special accounts of electoral funds. Otherwise, candidates may face legal liability under the legislation of the Kyrgyz Republic.
