According to preliminary data, from January to September 2014, the expenditure part of the republican budget (excluding special funds and taking into account state debt) was executed in the amount of 71 billion 902.4 million soms, or 91.6% of the plan amounting to 78 billion 492.9 million soms. For the corresponding period of the previous year, the execution of the republican budget (excluding special funds) amounted to 63 billion 775.4 million soms. Compared to the same period last year, total expenditures increased by 8 billion 127 million soms, or by 12.7%. In relation to GDP, total expenditures of the republican budget accounted for 27%, with an increase of 0.1 percentage points compared to the same period last year.
According to the Main Book of the Central Treasury of the Ministry of Finance of the Kyrgyz Republic, the balance of resources of the republican budget (as of October 1, 2014) amounted to 5 billion 102.2 million soms (taking into account the budgetary funds at the beginning of the year amounting to 2 billion 868.3 million soms).
For protected expenditure items from the republican budget from January to September 2014, 50 billion 753.7 million soms were financed, or 96.3% of the plan amounting to 52 billion 724.2 million soms. Compared to the corresponding indicators of 2013, financing increased by 12.5% or 5 billion 642.5 million soms.
For unprotected expenditure items from the republican budget from January to September 2014, 5 billion 533.8 million soms were financed, or 89.0% of the plan amounting to 6 billion 218.1 million soms. Compared to the corresponding indicators of 2013, financing decreased by 259.7 million soms.

According to preliminary data, from January to September 2014, the revenue to the republican budget (excluding special funds and PGI) amounted to 77 billion 4.6 million soms, or 116.8% of the plan. Compared to the corresponding indicators of 2013, revenue increased by 18.0%, which in monetary terms amounted to 11 billion 755.6 million soms. The share of GDP was 28.9%, while for the same period last year this figure was 26.9%.

Revenues (excluding special funds) received in the republican budget from January to September 2014 amounted to 65 billion 587.3 million soms, or 108.7% of the plan. Compared to the same period in 2013, revenue figures in monetary terms increased by 8 billion 723.7 million soms.
The total volume of tax revenues amounted to 47 billion 949.4 million soms, or the execution of the plan amounted to 95.8% of the plan amounting to 50 billion 38.1 million soms. Compared to the same period last year, revenue figures in monetary terms increased by 3 billion 928.9 million soms.
For the State Customs Service, the revenue amounted to 28 billion 153.1 million soms, or the execution of the plan amounted to 97.2%.
For the State Tax Service, the revenue amounted to 19 billion 796.4 million soms, or the execution of the plan amounted to 93.9%.
Non-tax revenues of the republican budget amounted to 18 billion 45.7 million soms or 177.9% of the plan (the amount of excess was 7 billion 901.4 million soms). Compared to the same period of the previous year, non-tax revenues increased by 39.0%, or by 5 billion 61.3 million soms, which is also related to the growth of special fund revenues of budgetary institutions.
A significant volume in the structure of non-tax revenues is accounted for by special funds of budgetary institutions, which amounted to 6 billion 386 million soms. The plan amounting to 5 billion 25.9 million soms was executed at 127.1%.
Enterprises and organizations returned previously issued loans and credits (including interest) amounting to 1 billion 701.3 million soms against the planned 1 billion 584.6 million soms, which amounted to 107.4% of the plan. The excess revenue amounted to 116.6 million soms.
Revenues from state treasury bills amounted to 6 billion 112.4 million soms, or 104.0% of the forecast.
