According to the results of the audit conducted by the Accounts Chamber of the Kyrgyz Republic, the Ministry of Foreign Affairs and its foreign institutions became the subject of an inspection covering the period from January 1, 2023, to December 31, 2024.
Of the total amount of identified violations, 5.3 million soms have already been returned. The audit of the central office of the Ministry of Foreign Affairs revealed cases of overpayments in salaries, social contributions, and transportation expenses, which were subsequently compensated.
During the audit at the K. Dikambaev Diplomatic Academy, instances of grant funds being used for unintended purposes were discovered, as well as violations in salary payments and the public procurement process. In the Ministry's representations in the Osh, Jalal-Abad, and Batken regions, consular services were provided for dollars, and issues were also noted regarding the accounting of travel expenses and fixed assets.
The audit covered 11 foreign institutions, including 19 embassies, 2 representations, and 6 consulates. As a result of the inspection, problems with inventory in India, Almaty, and Yekaterinburg, rental expenses in Malaysia, as well as accounts receivable in Hungary, Austria, and Italy were identified. Cases of unpaid salaries and remaining funds in Ukraine, Saudi Arabia, and Qatar were also noted.
As a result of the meeting of the Accounts Chamber Council, decisions were made, and relevant instructions were sent to the Ministry of Foreign Affairs and its institutions to address the identified violations and implement the audit recommendations.
