In accordance with Article 37 of the Law of the Kyrgyz Republic "On the Basic Principles of Budgetary Law in the Kyrgyz Republic," the maintenance of municipal enterprises, educational institutions, healthcare, culture, social insurance and social security, physical culture, television, radio broadcasting, publishing, housing and communal services, agriculture, water management, and forestry is funded from the local budget.
Furthermore, based on the Law of the Kyrgyz Republic "On the Republican Budget for 2014 and the Forecast for 2015-2016," funding for utility expenses must be prioritized.
In the republican budget for 2014, the equalization grant transferred from the republican budget to local budgets also includes expenses for utility services.
For the first 9 months of the current year, the funding plan for the equalization grant for the Naryn region of the Naryn oblast amounts to 45.9 million soms, which has been fully funded.
