The State Commission for Combating Corruption of Kyrgyzstan reported the return of social infrastructure facilities in the Sokuluk district of Chui region to state ownership.
During inspections conducted by the special services, facts of illegal privatization were revealed, carried out by the chairman of the agricultural cooperative "Shopokov" — "Z.U.", which led to the return of the specified facilities to the state.
According to the GKNB, the decision of the Gavrilovsky ayil okmotu dated June 19, 2017, No. 11, which transferred the irrigation facility — a decadal regulation pool with an area of 4.4 hectares to the "Shopokov" cooperative, was recognized as illegal. This decision violates the Decree of the President of the Kyrgyz Republic dated February 16, 1995, No. UP-37, on measures to ensure conditions for the use of social infrastructure facilities.
In addition, property worth 5,789,542 soms, including a club building, was transferred to the balance of the newly established cooperative, which also constitutes a gross violation of the requirements of the aforementioned Decree. The club building had an adjacent land plot of 5,135 sq.m., for which a state act on the right of private ownership was issued.
Thus, the chairman of the "Shopokov" cooperative "Z.U.", acting in collusion with officials of the Gavrilovsky ayil okmotu and other representatives of the authorities, illegally took possession of the specified social objects and irrigation facilities, causing significant harm to the interests of society and the state.
As part of the criminal case, the chairman of the "Shopokov" cooperative "Z.U." was detained, who, realizing his unlawful activities, transferred the following objects to the balance of the Gavrilovsky ayil okmotu:
- the club building with an adjacent territory of 0.50 hectares;
- the irrigation facility — a decadal regulation pool with an area of 4.4 hectares.
The market value of the transferred objects, according to the conducted assessment, amounts to 243 million 590 thousand soms.
