
The First Deputy Prime Minister of the Kyrgyz Republic, Taiyrbek Sarpashev, held a meeting with the leadership of the Issyk-Kul region regarding preparations for the autumn-winter period.
T. Sarpashev noted that there have been significant shifts in coal procurement in the Issyk-Kul region from September to October.
“The provision of coal to social facilities in the region has reached 82%. The most pressing issue is the provision of coal to the heating and power plant in the city of Karakol. This is despite the fact that funding for the 'coal procurement' item was allocated on time. There is passivity on the part of the enterprise's management regarding preparations for winter. Only 4,000 tons of coal have been procured for the heating plant instead of the planned 34,000 tons. Additionally, the facilities of the ministries of emergency situations, internal affairs, and defense are currently provided with coal at a minimal level. At the same time, there is an unjustified increase in coal prices in the region, with the complicity of the antimonopoly agency,” said T. Sarpashev.
For his part, the First Deputy Plenipotentiary Representative of the Government in the Issyk-Kul region, Akylbek Zhanibekov, informed that the price of coal, depending on the grade, ranges from 3,000 to 5,000 soms with delivery.
A. Zhanibekov also emphasized that electricity limits are not being adhered to in the region. “The daily limit for the region is 1 million 800 thousand kWh. Over the past day, electricity consumption exceeded 2 million 400 thousand kWh. If this continues, forced restrictions will be introduced,” he said.
Taiyrbek Sarpashev instructed the regional leadership to direct all efforts to complete preparations for the heating period by November 10.
“During the upcoming Government meeting, which will take place on October 31, an assessment will be made of the plenipotentiary representatives of the Government and the akims of the districts regarding preparations for the heating season,” noted First Deputy Prime Minister Taiyrbek Sarpashev.
Meanwhile, during a trip to the Batken region, Deputy Prime Minister of the Kyrgyz Republic Abdyrahman Mamataliyev checked the readiness of the Batken region for the heating season.
Thus, the readiness of the city of Batken for coal procurement was 34%, while the region has stocked up on solid fuel by 63%.
As of today, the preparation of social institutions in the Batken region is proceeding according to the coal supply schedule. The fuel provision for educational facilities is 69%, for healthcare facilities – 89%, and for the population – 77%.
A. Mamataliyev noted that in the Leilek district, good results have been achieved in the cities of Kyzyl-Kiya and Suluktu in preparation for the winter period.
The Deputy Prime Minister noted that the cost of coal in the mines is 6,000-7,000 soms, while in the city it reaches 11,000 soms. In this regard, he instructed the State Service for Combating Economic Crimes and the State Agency for Antimonopoly Regulation to address this issue.
Next, the Deputy Prime Minister participated in a scientific-practical conference dedicated to the 15th anniversary of the establishment of the Batken region.
During the event, the Deputy Prime Minister presented certificates of appreciation from the Government of the Kyrgyz Republic to representatives of local authorities and heads of local business organizations.
His business trip concluded with a video conference on preparations for the heating season in the city of Batken.
Another Deputy Prime Minister of the Kyrgyz Republic, Elvira Sarieva, is on a working trip to the Talas region to assist local authorities with issues related to the autumn-winter period.
During her trip, Elvira Sarieva checked the readiness of the Manas and Kara-Buura districts of the Talas region, especially the district's social institutions, for the heating season. During the inspection of the facilities, Elvira Sarieva demanded that officials strictly adhere to the coal supply schedules for schools, kindergartens, medical, and other social organizations.
“Local government leaders are responsible for completing coal shipments to budget organizations and vulnerable categories of citizens in the coming days. They are also obligated to ensure a sufficient amount of fuel at coal sales points and to prevent unjustified price increases throughout the cold season,” she said.
Deputy Prime Minister E. Sarieva and representatives of the Government Office met with deputies of the Kara-Buura and Manas district councils. During the meetings with local representative authorities, clarifications were provided on the new concept of tariff policy for electricity proposed by the Government of the Kyrgyz Republic.
Also, during the trip, Deputy Prime Minister Elvira Sarieva visited several social facilities and met with residents of the Talas region.
