The State Committee for National Security of Kyrgyzstan reported the discovery of abuse of official position by the management of the Karakol municipal enterprise "Vodokanal".
During the preliminary investigation, it was revealed that in 2023, a tender was announced for drilling three wells at one of the local water intakes to ensure continuous water supply to the city of Karakol. The total cost of the tender amounted to 38 million 927 thousand soms, and the deadline for completing the work was set for December 31, 2023.
However, representatives of the company OsOO "V", citing various circumstances such as the difficult terrain, deviated from the original project and used substandard materials. As a result, the drilling of the wells did not provide the necessary volume of drinking water.
Despite this, officials of "Vodokanal" signed acts of completed work with inflated volumes, which led to damage to the state budget exceeding 6 million soms.
As a result of the investigation, the head of "Vodokanal" O.J.K. and the responsible employee of OsOO "V" D.R.K. were detained. They have been placed in the temporary detention facility of the Internal Affairs Department of the city of Karakol.
