In Bishkek, at the address 12 A. Ogonbaeva Street, violations have been identified in the construction process of the 16-story residential complex "Madina Residence," according to information from the State Committee for National Security (SCNS) of Kyrgyzstan.
According to the intelligence agency, the design organization that worked for the construction company provided false data when preparing the project and estimate documentation. This led to the approval of projects, despite the fact that another building with window openings is located just 5 meters from the under-construction residential building, which is a serious violation of fire safety regulations and makes it impossible to continue work.
These circumstances may create significant risks for fire safety and become an obstacle for the investors, which could lead to dissatisfaction and affect the socio-political situation in the region.
In this regard, a criminal case has been initiated under Article 337 of the Criminal Code of the Kyrgyz Republic (abuse of official position). During the investigation, on October 18, 2025, the following individuals were detained:
— S.D.M., former head of the coordination department of the Municipal Enterprise "Bishkekglavarchitectura";
— O.D.B., head of the design organization;
— R.J.T., head of the construction company.
The court of the First May District of Bishkek determined that S.D.M. and O.D.B. will remain in custody, while R.J.T. has been placed under house arrest.
The State Committee for National Security of Kyrgyzstan continues its work to identify the involvement of other individuals in the process of preparing and issuing permits for the construction of this facility. The agency emphasizes the importance of strict adherence to construction norms and regulations, as violations can have serious consequences. Strict measures will be applied in accordance with the law for the identified violations, the SCNS assured.
