The audit conducted by the Accounts Chamber examined the activities of the Ministry of Foreign Affairs of the Kyrgyz Republic and its foreign representations for the years 2023–2024.
According to the press service of the Accounts Chamber, a council meeting was held on October 23, 2025, where the results of the audit regarding the budget execution in the Ministry of Foreign Affairs and its foreign institutions from January 1, 2023, to December 31, 2024, were discussed.
The audit revealed financial violations amounting to 72.7 million soms, including issues with budget execution, asset utilization, reporting, and procurement processes. Of this amount, 5.3 million soms, which are subject to recovery, were successfully collected.
During the inspection of the main office of the Ministry of Foreign Affairs, overpayments on salaries were discovered, as well as unlawful expenses on social contributions and transportation funded from special funds, which were later returned. The Diplomatic Academy named after K. Dikambaev also recorded cases of using grant funds outside the treasury, as well as violations of labor legislation and procedures for state procurement. In the consulates in Osh, Jalal-Abad, and Batken regions, services were provided for dollars, and discrepancies were found in the accounting of official business trips and fixed assets.
The audit covered 11 foreign institutions, including 19 embassies, 2 representations, and 6 consulates. As a result of the inspection, issues were identified with inventories in India, rental agreements in Malaysia, accounts receivable in Hungary, Austria, and Italy, as well as unpaid salaries in Ukraine and remaining funds in Saudi Arabia and Qatar.
Following the meeting of the Accounts Chamber Council, decisions were made and recommendations were given to the Ministry of Foreign Affairs and its institutions to address the identified violations and implement the audit proposals.
