Volume of Gross Construction Output in the First Half of 2014
The total volume of gross construction output in January-June 2014 amounted to 31,046.1 million soms, which is 18.5 percent more than in January-June 2013. In June of this year, compared to June of last year, its volume increased by 9.7 percent and amounted to 6,923.2 million soms. In January-June 2014, compared to the corresponding period in 2013, the volume of investments in fixed capital increased by 20.6 percent (in comparable prices) and amounted to 33,503.9 million soms, in June of this year, respectively, by 5.8 percent and 7,203.6 million soms.
Compared to January-June 2013, the volume of investments in fixed capital financed by enterprises and organizations, the population, and charitable assistance from residents of the Kyrgyz Republic, foreign loans, and direct foreign investments has increased.
Compared to the corresponding period last year, the volume of commissioned fixed assets increased, amounting to 13,273.4 million soms, or 0.40 soms of commissioned funds per one som of utilized investments, compared to 0.30 soms in January-June of last year. Compared to January-June 2013, the level of investment utilization in fixed capital for the construction of agricultural, forestry, and fishery facilities decreased by 34.4 percent. Financing was mainly carried out from the republican budget, population, and charitable assistance from residents of the Kyrgyz Republic, as well as foreign grants and humanitarian aid (97.2 percent). During the reporting period, riverbank protection structures with a length of 5.81 kilometers, mudflow protection structures with a length of 0.50 kilometers, and irrigation channels with a length of 0.20 kilometers were commissioned.
The level of investment utilization in the construction of mineral extraction facilities in January-June 2014 compared to the corresponding period last year was 121.7 percent. At the same time, the main volume of investments was financed from the funds of enterprises and organizations, as well as direct foreign investments (98.2 percent).
In the construction of processing industry facilities, the volume of utilized investments remained at the level of the corresponding period of 2013 (with 97.4 percent of investments utilized in the construction of facilities for the production of petroleum products and food products (including beverages) and tobacco products). Financing was mainly carried out from foreign loans and the funds of enterprises and organizations (96 percent). Factories for the production of asphalt concrete, beer, and soft drinks were commissioned.
The volume of utilized funds directed towards the construction and reconstruction of facilities for electricity, gas, steam, and air conditioning amounted to 100.7 percent compared to the level of January-June 2013. At the same time, construction was mainly carried out from the funds of enterprises and organizations, foreign loans, and direct foreign investments (98.3 percent).
During the reporting period, 50 complete transformer substations with a voltage of 10/4 kV, 0.4 kV power lines with a length of 29.53 kilometers, 6-20 kV - 71.81 kilometers, and 35 kV and above - 0.90 kilometers were commissioned.
The volume of utilized funds directed towards the construction of hotels and restaurants increased by 43.6 percent. At the same time, 95.3 percent of investments were utilized from the funds of enterprises and organizations, the population, and charitable assistance from residents of the Kyrgyz Republic, as well as foreign loans. The entire volume of investments directed towards the construction and reconstruction of communication facilities was financed from the funds of enterprises and organizations, increasing by 41.3 percent compared to the first half of 2013.
The construction of transport and cargo storage facilities was financed mainly from foreign loans, the republican budget, and direct foreign investments (84.2 percent), while the volume of utilized investments for their construction decreased by 37.3 percent compared to January-June 2013. Three bridges and intra-farm roads in agriculture with a length of 20.5 kilometers were commissioned.
The volume of utilized investments directed towards the construction of educational facilities doubled. At the same time, the main volume (75.4 percent) was financed from foreign funds.
Over the six months of this year, the volumes of utilized investments in fixed capital increased in all regions, except for Batken and Talas regions.
In January-June 2014, capital and current repairs of facilities were carried out for a total of 690.5 million soms, financed mainly from the funds of enterprises and organizations, as well as the republican budget.
In the first half of 2014, 3,534 apartments with a total area of 442.5 thousand square meters were commissioned, which is 5.9 percent more than in the corresponding period of 2013. In the construction of housing during the reporting period, an estimated 10,448.2 million soms of investments in fixed capital were used, which is 38.1 percent more than in the first half of 2013. Compared to January-June of last year, the share of funds utilized for housing construction in the total volume of utilized investments increased by 3.9 percentage points, amounting to 31.2 percent.
The main share of commissioned housing is concentrated in Bishkek, Jalal-Abad, Osh, and Chui regions.
In rural areas, 196 thousand square meters of housing were commissioned, or 44.3 percent of their total commissioning. Compared to the first half of 2013, the share of housing construction financed from the population's funds increased by 9.6 percentage points, amounting to 95.6 percent of the total volume of housing construction.
During the reporting period, 3,315 individual residential houses with a total area of 422.9 thousand square meters were built, which is 17.6 percent more than in the first half of 2013, and their estimated cost amounted to 6,331.5 million soms, or 28.5 percent more. The commissioning of individual residential houses increased in Batken, Jalal-Abad, Talas, Chui regions, and Bishkek.
The average actual cost of constructing one square meter of the total area of individual residential houses in the republic (estimated) in the first half of this year amounted to 13.3 thousand soms, of which in cities - 15.9, in rural areas - 10.3 thousand soms.
The most expensive housing is built in Bishkek - 18.7 thousand soms, while the cheapest is in Osh - 7.8 thousand soms, Batken region - 8.0 thousand soms, and Issyk-Kul region - 8.7 thousand soms.
The volume of utilized investments in the construction of general education schools increased to 331.4 million soms, which is 2.9 times more than in the first half of 2013. A secondary school in Talas city with 250 student places was commissioned.
For the construction of preschool institutions in the first half of this year, 31.1 million soms of investments in fixed capital were used, or 82.9 percent compared to the level of the first half of 2013. Two kindergartens with 86 places were commissioned, including in Jalal-Abad region - 50 places, Talas region - 36 places.
For the construction of outpatient clinics, 24 million soms of investments in fixed capital were used, or 96 percent compared to the corresponding period last year. Outpatient clinics with a capacity of 226 visits per shift were commissioned, which is 1.5 times more than in the first half of 2013, including in Chui region for 115 visits per shift, and in Osh city for 111 visits per shift. For the construction of hospitals, 30.1 million soms of investments in fixed capital were utilized, or 74.7 percent compared to the level of January-June 2013.
During the reporting period, four sports and health facilities (stadiums, grounds, courts), three administrative buildings (offices), a pharmacy, a hairdresser, and water supply systems with a length of 0.6 kilometers were commissioned.
