Putin Temporarily Allowed the Import of Goods from Kyrgyzstan Without EAEU Labeling

Russian President Vladimir Putin signed a decree temporarily allowing the import of goods from Kyrgyzstan and Kazakhstan without the necessary EAEU labeling. This decision will be in effect until December 10 of this year.

According to the decree, goods imported by road through the border with Kazakhstan may not have labeling confirming their origin from the Eurasian Economic Union until the specified date.

The document states: “To allow until December 10, 2025, the import into the Russian Federation... by road of goods from the Republic of Kazakhstan and the Kyrgyz Republic, the recipients of which are Russian legal entities, without documents confirming the status of goods as EAEU goods, without labeling and/or application of information required by EAEU law and/or the legislation of the Russian Federation.”

The import of such goods, provided certain conditions are met, will not be considered a violation of customs obligations and labeling according to Russian legislation.

Among the conditions that must be fulfilled, Russian recipients must ensure the transportation and temporary storage of goods, as well as notify the Ministry of Industry and Trade and carry out labeling on the imported goods. Additionally, until December 27, goods imported in this manner also require a customs declaration in accordance with general rules.

It is worth noting that the EAEU conducted a pilot project on product labeling aimed at simplifying the tracking of goods movement across the union's territory. At the end of September, Russian Prime Minister Mikhail Mishustin announced the system's readiness for a full-scale launch within the EAEU, which was confirmed at a meeting of the heads of government of the member states in Minsk.
