This law was approved by the Jogorku Kenesh on October 25, 2025.
The main goal of adopting the law is to create conditions for stimulating demographic growth, providing support to mothers of many children, and developing children living in high-altitude and remote areas of the country.
According to the new law, mothers of many children who permanently reside in mountainous and hard-to-reach areas will be able to receive a one-time payment "Bala Berekе" if they have given birth to four or more children starting from January 1, 2026. This payment will be available to both citizens of the Kyrgyz Republic and returnees.
In addition, the law establishes that the Cabinet of Ministers will determine the amount, procedure for granting, and conditions for the payment of the one-time assistance "Bala Berekе".
This law will come into effect on January 1, 2026.
