As part of this resolution, three main documents were approved:
- A model regulation for educational organizations providing additional education for children;
- A model charter for such institutions;
- A regulation on the procedure for competitive selection of leaders of state and municipal organizations for additional education of children.
According to the resolution, individuals holding the positions of leaders of state and municipal institutions for additional education of children and who have worked in these roles for 5 or more years as of the date the new regulations come into force will be relieved of their duties. The procedure for dismissal will be carried out in accordance with labor legislation, taking into account the terms of employment contracts and the payment of appropriate compensations.
Leaders who are relieved will be able to temporarily continue their activities until new individuals are appointed to these positions. If they meet the qualification requirements, they will also have the opportunity to participate in competitions for filling positions on a general basis. Competitive selection will be conducted for all vacant positions.
This resolution covers all state and municipal educational organizations for additional education of children and will be implemented in cooperation with the relevant state and local authorities. Funding for the competitive selection process is provided from the centralized budget of the Ministry of Education and Science for 2025 and subsequent years.
The new rules will come into effect 10 days after their official publication.
