
According to the Association's message, the approval of the new resolution has become an important milestone for domestic agricultural producers:
On October 9, 2025, the Government of the Kyrgyz Republic approved Resolution No. 651 "On the Approval of the List of Domestic Agricultural Products for which VAT is Paid with a Reduction of 80 Percent until January 1, 2030." This document covers key categories of products, including:
— meat (beef, lamb, goat meat, poultry);
— fish (fresh, chilled, frozen);
— eggs (chicken and quail);
— vegetable oils (safflower, sunflower, cotton);
— vegetables and legumes (potatoes, cabbage, tomatoes, cucumbers, carrots, onions, beans, etc.);
— fruits, berries, and grapes (apples, apricots, peaches, cherries, watermelons, strawberries, raspberries, etc.);
— rice (Batken and Uzgen varieties), walnuts;
— natural bee honey.
The reduction of the VAT rate by 80% is aimed at lowering production costs, which should enhance the competitiveness of national producers in both domestic and foreign markets, as well as strengthen the country's food security. It will also ease the tax burden on farmers and processors, creating more favorable conditions for doing business and allowing consumers to purchase local goods at more affordable prices.
“This resolution is a vivid example of how the joint efforts of the professional community and state institutions can lead to real changes for the benefit of the country's economy. Our team has been conducting analytical and coordination work since 2022, closely collaborating with the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic, the Ministry of Economy and Commerce of the Kyrgyz Republic, and the State Tax Service of the Kyrgyz Republic. We thank our colleagues from these agencies, as well as the initiative group of domestic producers and trade networks for their persistence and professionalism, which made this possible,” emphasized Rustam Baltabaev, Executive Director of the Association of Agricultural Producers of the Kyrgyz Republic.
