The Kyrgyz Cabinet has imposed a temporary ban on the licensing of private driving schools.

The Government of Kyrgyzstan has decided to introduce a temporary moratorium on the licensing of educational institutions engaged in the training and retraining of drivers. This resolution was signed by the Chairman of the Cabinet, Adylbek Kasymaliev.

The purpose of this decision is to improve the quality of driver training.

According to the document, the temporary moratorium will be in effect from October 20, 2025, to December 31, 2027. During this period, the licensing of educational activities for the training and retraining of drivers will be suspended. However, exceptions include processes such as reissuing licenses, issuing duplicates, as well as suspending, renewing, terminating, and annulling licenses. The moratorium does not affect state educational institutions.
The State Center for Vehicle Registration and Driver Licensing, under the Administration of the President of the Kyrgyz Republic, will take all necessary measures in accordance with this resolution. The responsibility for monitoring the implementation of this decision is assigned to the Administration for Monitoring the Implementation of the Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.

The resolution comes into force on October 20, 2025, after its official publication.
