A moratorium on price increases for fuel and utility tariffs has been introduced in Kazakhstan

The suspension of tariff increases will be in effect until April 2026. The government noted that price stabilization will be achieved through the optimization of operational costs of organizations operating in the field of natural monopolies.

Additionally, starting from January 1 of next year, inspections for micro and small businesses, as well as desk audits of small companies, are planned to be canceled.
According to government information, penalties and fines for taxes will be canceled if the principal amount of the debt is repaid by April 1, 2026.

The Cabinet also intends to expand programs for preferential mortgages. Many banks have suspended the issuance of mortgage loans after the National Bank raised the base rate to 18% this week. This decision was made in connection with the acceleration of price growth, which this year exceeds forecast values and is considered the highest in Central Asia.

The government characterized the proposed measures as steps aimed at ensuring macroeconomic stability and mitigating the negative consequences of economic reforms. Next year, a new tax code will come into effect in Kazakhstan, which has been criticized by the business community, particularly due to the increase in the value-added tax from 12% to 16%. Representatives of the business community express concerns that this will lead to the closure of thousands of small and medium-sized companies, rising prices, and an increased burden on consumers.
