As part of the bill, two levels of responsibility for sexual harassment are proposed:
- Administrative responsibility — a fine of up to 20,000 soms or arrest for a period of 3 to 7 days for the first offense;
- Criminal responsibility — imprisonment for a term of 3 to 5 years for repeated harassment within a year.
Actions that will be classified as harassment include unwanted touching, obscene remarks, displaying genitalia, and sending intimate materials. In cases where such actions are committed against minors, they will be classified under the current Article 158 of the Criminal Code of the Kyrgyz Republic.
Representatives of the Ministry of Internal Affairs emphasize that the main goal of this initiative is to protect citizens from sexual offenses and ensure the inevitability of punishment for them.
