Office of the President


The Office of the President of the Kyrgyz Republic is a state body directly subordinate to the President of the Kyrgyz Republic, established to ensure the activities of the President of the Kyrgyz Republic in exercising the powers of the head of state as established by the Constitution of the Kyrgyz Republic.

The Office of the President is a legal entity, has a seal depicting the State Emblem of the Kyrgyz Republic with its name in the state and official languages, and has accounts in the treasury system.

In its activities, the Office of the President is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic, international treaties that have entered into force in accordance with the law, of which the Kyrgyz Republic is a participant, as well as this Regulation.

Main Tasks and Functions of the Office of the President

The main tasks of the Office of the President are:

- ensuring the activities of the President of the Kyrgyz Republic as the head of state, embodying the unity of the people and state power;

- ensuring the activities of the President of the Kyrgyz Republic in exercising the powers of the head of state as provided by the Constitution of the Kyrgyz Republic;

- organizing the activities of the President of the Kyrgyz Republic in interaction with the legislative, executive, and judicial branches of power, as well as local self-government bodies of the Kyrgyz Republic;

- organizing the activities of the President of the Kyrgyz Republic in monitoring and evaluating the quality of public administration, as well as the comprehensive improvement of the civil service;

- organizing the activities of the President of the Kyrgyz Republic in consolidating and preserving the unity of the people of the Kyrgyz Republic, developing interethnic and civic tolerance;

- organizing the activities of the President of the Kyrgyz Republic in strengthening the capacity of local communities and developing civil society institutions;

- providing expert-analytical, informational, and legal support for the activities of the President of the Kyrgyz Republic.

To achieve its tasks, the Office of the President performs the following main functions:

- organizes the interaction of the President of the Kyrgyz Republic with:
the Jogorku Kenesh of the Kyrgyz Republic;
the Government of the Kyrgyz Republic, administrative departments, and other state bodies and institutions of the Kyrgyz Republic, as well as local self-government bodies of the Kyrgyz Republic;
the Supreme Court of the Kyrgyz Republic and local courts;

- ensures the implementation of the powers of the President of the Kyrgyz Republic on issues of defense and national security;

- develops proposals for the head of state aimed at the adoption by the President of the Kyrgyz Republic of measures:
as the Commander-in-Chief of the Armed Forces of the Kyrgyz Republic on issues of defense and national security, the introduction of a state of emergency or martial law, and other measures provided by law to protect the sovereignty and territorial integrity of the country, to protect the constitutional order and public order;
on coordinating and controlling the activities of law enforcement and other state bodies to ensure national security, law and order, and legality;
on the interaction of the Defense Council of the Kyrgyz Republic with the legislative, executive, and judicial branches of power, local self-government bodies;

- ensures the activities of the Defense Council of the Kyrgyz Republic;

- ensures the implementation of the powers of the head of state in interaction with the Jogorku Kenesh of the Kyrgyz Republic:
regularly informs the head of state about the state of the legislative process in the Jogorku Kenesh of the Kyrgyz Republic and the issues under consideration;
prepares conclusions for the President of the Kyrgyz Republic on laws submitted for signature by the head of state by the Jogorku Kenesh of the Kyrgyz Republic;
ensures the publication of laws signed by the President of the Kyrgyz Republic or, by the decision of the head of state, the return of laws with his objections to the Jogorku Kenesh of the Kyrgyz Republic;
in accordance with the Constitution of the Kyrgyz Republic, ensures the promotion of proposals on personnel issues in the Jogorku Kenesh of the Kyrgyz Republic;

- ensures the implementation of the powers of the head of state in interaction with the Supreme Court and local courts of the Kyrgyz Republic;

- ensures the implementation of the powers of the President of the Kyrgyz Republic on issues of the election, appointment, dismissal of judges, suspension of their powers, removal from office, rotation (transfer);

- ensures the preparation of documents for the election, appointment, dismissal of judges, suspension of their powers, removal from office, rotation (transfer);

- participates in the development of the foreign policy of the Kyrgyz Republic;

- conducts analysis and monitoring of the implementation of monetary policy and financial audits;

- ensures the interaction of the President of the Kyrgyz Republic with civil and international communities, religious organizations, as well as non-governmental organizations and the media;

- organizes the reception of representatives of international delegations and organizations, non-governmental and religious organizations;

- ensures the implementation of the powers of the President of the Kyrgyz Republic on issues of conducting elections to local councils and their dissolution;

- ensures the participation of the President of the Kyrgyz Republic in meetings of the Jogorku Kenesh of the Kyrgyz Republic;

- coordinates the activities of working commissions, groups, advisory councils, and commissions on issues within the competence of the Office of the President and for the implementation of the powers of the President of the Kyrgyz Republic;

- maintains the registration of relevant regulatory legal acts of the Kyrgyz Republic, orders of the President of the Kyrgyz Republic, and decisions of the Head of the Office of the President of the Kyrgyz Republic (hereinafter referred to as the Head of the Office of the President);

- ensures the activities of commissions under the President of the Kyrgyz Republic on issues of citizenship, pardons, state awards, education, science, and culture;

- monitors and evaluates the quality of public administration, as well as the comprehensive improvement of the civil service and submits relevant proposals to the President of the Kyrgyz Republic;

- analyzes the state of the civil service and personnel policy in the country, the level of professional training of the staff of the Office of the President;

- submits for consideration to the head of state proposals on the staffing of positions appointed by the President of the Kyrgyz Republic or submitted by him to the Jogorku Kenesh of the Kyrgyz Republic;

- formalizes materials for appointments and dismissals, resolves other issues related to the passage of public service by officials appointed and agreed with the head of state, maintains their personal files;

- organizes the training and retraining of the staff of the Office of the President, conducts work to ensure compliance with ethical standards;

- carries out the President of the Kyrgyz Republic's activities on issues of consolidating and preserving the unity of the people of the Kyrgyz Republic, developing interethnic and civic tolerance;

- analyzes the role and activities of local communities and submits relevant proposals to the President of the Kyrgyz Republic on strengthening their capacity and further developing civil society institutions;

- prepares draft decisions of the President of the Kyrgyz Republic on issues of citizenship and granting political asylum;

- submits proposals to the President of the Kyrgyz Republic on awarding state awards, conferring honorary titles of the Kyrgyz Republic, state prizes, highest military and other ranks, class and special ranks, qualification classes, and diplomatic ranks;

- ensures the implementation of pardons by the President of the Kyrgyz Republic;

- provides legal support for the activities of the President of the Kyrgyz Republic;

- conducts expertise of draft laws and laws of the Kyrgyz Republic adopted by the Jogorku Kenesh, as well as draft regulatory legal acts of the President of the Kyrgyz Republic;

- provides the President of the Kyrgyz Republic with information on the state of affairs within the country in the economy and social sphere;

- provides the President of the Kyrgyz Republic with information on the current socio-political situation in the country and abroad;

- organizes the current activities of the President of the Kyrgyz Republic, including the preparation of strategic and current work plans for the President of the Kyrgyz Republic;

- organizes the trips of the President of the Kyrgyz Republic to the regions;

- organizes the provision of international visits, official meetings, and other events of an intergovernmental nature with the participation of the President of the Kyrgyz Republic;

- conducts inspection checks in the regions on behalf of the President of the Kyrgyz Republic;

- carries out the codification and systematization of legislation;

- ensures the preparation of draft decisions on the official interpretation (explanation) of the provisions of decrees and orders of the President of the Kyrgyz Republic;

- ensures control over the quality execution of decisions and orders of the President of the Kyrgyz Republic and the Head of the Office of the President;

- organizes document management;

- ensures the proper execution and distribution of decisions and orders of the President of the Kyrgyz Republic, as well as the Head of the Office of the President, and its own correspondence;

- organizes the reception of citizens, considers letters, appeals, and statements from citizens, monitors the execution of management orders on these appeals, and prepares responses to applicants;

- provides informational support for the activities of the President of the Kyrgyz Republic and his office, as well as interaction with the media;

- performs other functions to implement the powers of the President of the Kyrgyz Republic.

Rights of the Office of the President

To achieve the tasks and perform the functions provided for in this Regulation, the Office of the President, within the limits of its tasks and functions, has the following rights:

- gives appropriate instructions to state bodies and local self-government bodies, their officials on the implementation of the powers of the President of the Kyrgyz Republic;

- requests information from state bodies on the progress of the execution of decisions and orders of the President of the Kyrgyz Republic, as well as information and materials to ensure the implementation of the powers of the President of the Kyrgyz Republic in the established manner;

- sends letters, appeals, and statements from citizens to the relevant state bodies for execution;

- establishes working commissions, groups, advisory councils, and commissions on issues assigned to the competence of the Office of the President in the established manner;

- conducts official investigations as instructed by the President of the Kyrgyz Republic and the Head of the Office of the President in the established manner;

- submits proposals for the application of disciplinary measures against heads of state bodies and local self-government bodies that do not execute decisions and orders of the President of the Kyrgyz Republic;

- exercises other rights to implement its tasks and functions.

Leadership of the Office of the President of the Kyrgyz Republic and its structural subdivisions

The Office of the President is headed by the Head of the Office of the President, appointed and dismissed by the President of the Kyrgyz Republic.
The Head of the Office of the President works under the direct guidance of the President of the Kyrgyz Republic and performs executive, control, and administrative functions to ensure the implementation of the powers of the President of the Kyrgyz Republic within the competence established by this Regulation.
The Head of the Office of the President has deputies appointed and dismissed by the President of the Kyrgyz Republic upon the recommendation of the Head of the Office of the President.
The distribution of responsibilities among the deputies is carried out by the Head of the Office of the President.

The Head of the Office of the President:

- interacts with state bodies and their officials to solve the tasks and functions of the Office of the President;

- exercises overall leadership of the Office of the President;

- appoints and dismisses employees of the Office of the President in accordance with the legislation on public service, except for officials appointed by the President of the Kyrgyz Republic;

- applies measures of encouragement and disciplinary action against employees of the Office of the President;

- issues mandatory orders on issues related to the competence of the Office of the President;

- submits proposals to the President of the Kyrgyz Republic for the encouragement and application of disciplinary measures against employees of the Office of the President appointed by the President of the Kyrgyz Republic;
- establishes working commissions and groups in the established manner;

- manages financial resources within the budget of the Office of the President;

- approves regulations for the structural subdivisions of the Office of the President;

- exercises other powers to implement the tasks and functions of the Office of the President.

Heads of structural subdivisions of the Office of the President are appointed and dismissed by the President of the Kyrgyz Republic upon the recommendation of the Head of the Office of the President.
The Head of a structural subdivision heads the subdivision and represents it in relations with officials and the leadership of the Office of the President, other state bodies, and their officials.

The Head of a structural subdivision has the right to:

- conduct official correspondence with state and non-state bodies, officials on issues assigned to the relevant structural subdivision of the Office of the President;

- participate in the established manner in meetings of the Jogorku Kenesh and its committees, the Government, and other state bodies;

- hear information from heads of state bodies on issues assigned to the relevant structural subdivision of the Office of the President;

- involve, in the established manner, employees of state bodies and local self-government bodies, as well as representatives of non-governmental organizations in solving issues assigned to the tasks and functions of the relevant structural subdivision;

- exercise other powers provided for in the regulation of the subdivision.
