The executive power in the Kyrgyz Republic is exercised by the Government of the Kyrgyz Republic. The Prime Minister of the Kyrgyz Republic is appointed by the President. According to the Constitution of the Kyrgyz Republic, laws, and presidential decrees, the Prime Minister determines the main directions of government activity, organizes its work, and is personally responsible for its activities, presenting candidates for the appointment of heads of its substructures to the President. The Prime Minister has the right to resign if there is disagreement with the President regarding the candidates for government members and heads of local state administrations.

The Government consists of the Prime Minister, Deputy Prime Ministers, Ministers, and Chairpersons of State Committees of the Kyrgyz Republic. The Government is subordinate to the President and accountable to the Parliament of the Kyrgyz Republic. Upon the change of the President, the Government is obliged to resign.

The work of the Government is headed by the Prime Minister, appointed by the President of the Kyrgyz Republic with the consent of the Jogorku Kenesh of the Kyrgyz Republic. The President of the Kyrgyz Republic controls the work of the Government.

According to Article 71 of the Constitution of the Kyrgyz Republic, the Prime Minister of the Kyrgyz Republic is appointed by the President of the Kyrgyz Republic with the consent of the majority of the total number of deputies of the Jogorku Kenesh of the Kyrgyz Republic. The proposal for the candidacy of the Prime Minister of the Kyrgyz Republic is submitted to the Jogorku Kenesh of the Kyrgyz Republic no later than two weeks from the day the newly elected President of the Kyrgyz Republic takes office, after the resignation of the Prime Minister of the Kyrgyz Republic, the Government of the Kyrgyz Republic, or within a week from the day the Jogorku Kenesh of the Kyrgyz Republic rejects the candidacy of the Prime Minister of the Kyrgyz Republic. The Jogorku Kenesh of the Kyrgyz Republic gives consent to the appointment of the Prime Minister of the Kyrgyz Republic no later than seven days from the day the proposal for the candidacy is submitted. After three rejections of the presented candidacies for the Prime Minister of the Kyrgyz Republic by the Jogorku Kenesh of the Kyrgyz Republic, the President of the Kyrgyz Republic appoints the Prime Minister of the Kyrgyz Republic and dissolves the Jogorku Kenesh of the Kyrgyz Republic. The Prime Minister of the Kyrgyz Republic, in accordance with the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, and decrees of the President of the Kyrgyz Republic, determines the main directions of the activities of the Government of the Kyrgyz Republic, organizes its work, and is personally responsible for its activities.

Priority areas for reforming the executive power in Kyrgyzstan:

• Clarification of the roles, functions, and responsibilities of all levels of the executive branch and the interrelations between them;
• Continuation of work on optimizing the system and structure of republican, regional, and local authorities by establishing criteria for accountability for results and ensuring effective management, in line with the requirements of democratization and accountability;
• Redistribution of regulatory functions between levels and bodies of executive power while simultaneously transferring part of the regulatory functions to the private sector and non-governmental organizations;
• Ensuring constant analysis and forecasting of the situation in the social sector, economic development and its sectors, as well as regional development based on a programmatic approach. Conducting sectoral and regional reforms for the development, adoption, and implementation of preventive measures to avert crisis phenomena;
• Combating corruption and bureaucratism at all levels;
• Development of public service and human resources potential. Creation of an effective system of remuneration and labor incentives.
