
The President continued that more and more countries are making strategic decisions regarding the regulation of virtual assets, implementing central bank digital currencies, and creating stablecoins backed by real assets. These processes are becoming not just technological experiments but stable components of a new economic model.
Kyrgyzstan stands out among neighboring countries by having adopted a law on virtual assets and forming a consistent state policy in this area. The virtual asset market is actively developing, the number of licensed participants is increasing, the regulatory framework is strengthening, and new infrastructure initiatives are emerging.
In the global index of cryptocurrency adoption, Kyrgyzstan ranks 19th and confidently leads in Central Asia, which indicates a high level of acceptance of digital solutions by society. However, this also imposes a greater responsibility on us.
The establishment of the National Council has become a necessary step for developing balanced and in-demand solutions. Within the Council, the resources of government bodies, experts, and international partners are united. The participation of professionals such as Changpeng Zhao, the founder of the Binance crypto ecosystem, provides access to the best regulatory and technological practices.
Important issues and directions are on the agenda, including the implementation of infrastructure initiatives, the launch of pilot projects, training personnel in artificial intelligence and blockchain technologies, as well as the formation of security standards and risk management. Special attention should be paid to enhancing digital and financial literacy, as well as training specialists, which should become our priority.
Investments in knowledge and the creation of qualified personnel capable of working in new conditions are extremely important. Furthermore, it is necessary for innovations to develop in an environment of transparency, clear rules, and reliable infrastructure. Only a combination of human potential, effective regulation, and a technological base can ensure the sustainability of the digital ecosystem and trust from citizens, businesses, and international partners.

All these factors make it possible for Kyrgyzstan to become a regional hub for virtual assets and Web3 technologies.
To achieve this goal, a systematic approach, thoughtful decisions, and strategic coordination are necessary, which the National Council provides, becoming a platform for integrating expert knowledge, international experience, and political will. It is important for us to maintain the set pace, act consistently and transparently, based on global experience, responsibility, and partnership.
