Kyrgyzstan — SCO

The Kyrgyz Republic is one of the founding states of the Shanghai Cooperation Organization, which emerged from the "Shanghai Five" (Kazakhstan, China, Kyrgyzstan, Russia, and Tajikistan). In its interactions with the member states of the Organization, the Kyrgyz side has proceeded from the understanding that the SCO is an important and effective mechanism for strengthening mutual trust, friendship, and good neighborliness, as well as enhancing multifaceted cooperation among the countries of the region.

Kyrgyzstan's participation in the activities of the SCO corresponds to the national interests of the country and allows for active counteraction against the threats of international terrorism, religious extremism, illegal drug and arms trafficking, and illegal migration, which are necessary conditions for ensuring security and stability in Kyrgyzstan and the region as a whole, as well as contributing to the preservation of the country's territorial integrity and independence. Within the framework of the SCO, Kyrgyzstan has gained a unique opportunity to implement initiatives for the development of its own economy and participate in joint economic projects on the territory of its partners in the Shanghai Cooperation Organization.

Kyrgyzstan — CSTO

In its foreign policy, Kyrgyzstan has prioritized participation in the activities of the Collective Security Treaty Organization and has promoted the deepening of integration processes in this sphere. In this context, cooperation in the area of military-political and military-technical integration has been of particular importance for Kyrgyzstan, as it aligns with national interests by contributing to counteracting the negative manifestations of international terrorism, religious extremism, illegal drug and arms trafficking, and illegal migration, ultimately allowing for the provision of security and stability, territorial integrity, and independence.

Kyrgyzstan became a member of the CSTO on May 15, 1992, and the treaty gained international recognition, with the organization's status perceived primarily as that of a regional international organization in the sense of Chapter VIII of the UN Charter. Over its 13 years of existence, the Collective Security Treaty Organization has proven to be an important factor in addressing issues related to strengthening sovereignty in the post-Soviet period and protecting against new challenges and threats to the national interests of its member states.

On October 23, 2003, the Russian aviation base was opened in Kant as an air component of the Collective Rapid Reaction Forces in the Central Asian region. The opening of the aviation base in Kyrgyzstan is viewed as a necessary timely measure to ensure security in the region.

From August 3 to 6, 2004, joint command-staff exercises "Rubezh-2004" took place in the Kyrgyz Republic. The priority of the "Rubezh-2004" exercises was to organize political and military cooperation among the CSTO member states in the Central Asian direction of collective security.

Kyrgyzstan — OSCE

Kyrgyzstan joined the OSCE on January 30, 1992. Kyrgyzstan has attached significant political importance to participation in the activities of this organization. Aiming to create a democratic rule of law state with a stable market economy and civil society, the Kyrgyz Republic has pursued an open and peaceful policy on the international stage. Kyrgyzstan's participation in the OSCE has facilitated the full-scale integration of the republic into the European space and the use of the organization's mechanisms to ensure and protect national and regional interests. Its presence in the OSCE has provided the republic with the opportunity to strengthen and activate fruitful and mutually beneficial cooperation with leading countries of the world both multilaterally and bilaterally.

One of the mechanisms for providing assistance to Kyrgyzstan has been the OSCE Action Plan for implementing short-term and long-term programs and projects aimed at:

• conducting transparent, free, and fair elections;
• enhancing efforts to ensure border security and address transboundary issues in Central Asian countries;
• reforming law enforcement agencies;
• creating conditions aimed at combating corruption;
• promoting freedom of speech and developing the media.

Kyrgyzstan — NATO

In December 1992, Kyrgyzstan joined the North Atlantic Cooperation Council (NACC, established in 1991), which was transformed into the Euro-Atlantic Partnership Council (EAPC) on May 30, 1997.

Kyrgyzstan has regularly participated in annual EAPC/NATO meetings at both the level of foreign ministers and heads of state/government of participating and partner countries.

The framework document of the North Atlantic Alliance's "Partnership for Peace" program was signed by the Kyrgyz side on June 1, 1994.

The military areas of cooperation outlined in this document include command, communication and information management, civilian control over the armed forces, and the development of military-civilian relations, military planning, and military budgeting. Non-military areas include economics, science and new technologies, environmental protection, information and communication, civil services in emergencies, as well as public opinion formation issues. In January 2003, the implementation of the international project "Virtual Silk Road" began in Kyrgyzstan, aimed at providing scientific and educational institutions in the Kyrgyz Republic access to European scientific networks and connecting them to high-speed Internet. This project is designed to support the academic communities of Central Asian and Caucasian countries. It provides access to information resources from NATO countries, as well as the necessary telecommunications infrastructure for the Kyrgyz scientific and educational computer network, significantly reducing Internet costs in the republic.
