The workload of the Supreme Court judges of the Kyrgyz Republic has increased by 40 percent over the past 15 years.

Recently, a commission meeting took place in the Supreme Court of the Kyrgyz Republic, aimed at optimizing the structure of the courts and the number of judges. This meeting was chaired by Aida Seidakmatova, the chairperson of the Council of Judges and a judge of the Supreme Court.

The commission was established on October 17 by the decision of the Council of Judges to implement part 3 of Article 2 of the constitutional Law "On Amendments to the Constitutional Law 'On the Supreme Court and Local Courts of the Kyrgyz Republic,'" which was signed by the President of the Kyrgyz Republic on October 9, 2025, under number 207.

During the meeting, issues regarding the review and optimization of the number of judges in the republic were discussed. The results of the commission's work will be presented to the president for further consideration.

The adopted law allows for the establishment of the structure of the courts and the number of judges not through legislation, but by presidential decree. This innovation is expected to contribute to a more even distribution of the workload among judges and the effective use of resources within the judicial system, which, in turn, will enhance the organizational efficiency of judicial activities.

According to judicial statistics, the number of cases submitted to the Supreme Court has significantly increased: in 2010, there were 4,566 cases, in 2020 – 5,565, and by 2024, this figure reached 7,829. Thus, the workload on the judges of the Supreme Court has increased by more than 40 percent since 2010, while the number of judges, including the chairperson and their deputies, has remained constant at 35 since 2003.

Over the past five years, the number of cases in first-instance courts has doubled: if there were 125,285 cases in 2020, by the end of 2024, this number had risen to 251,062. This trend underscores the need for systemic measures to optimize the judicial structure and more rationally distribute the workload among judges, as well as to increase their numbers in those courts where the workload is highest.

The issue of increasing the number of judges in local courts in new administrative-territorial units is becoming particularly relevant. This is related to the adoption of the Law "On Administrative-Territorial Units at the Level of Aiyl Aymaks and Cities of the Kyrgyz Republic." The alteration of district and city boundaries has affected the expansion of the territories of certain administrative units and population growth, which, in turn, has significantly increased the workload on judges.
