Adoption of the New Constitution
With the acquisition of independence, the renewal of the state structure began in Kyrgyzstan. It was urgent to address important issues: on what principles will power be exercised in the country, what powers will the president and the main branches of state power — executive, legislative, and judicial — be endowed with; to establish state symbols — coat of arms, anthem, flag. New laws were needed to regulate the activities of the young state and ensure its further development. There was much work to be done.
Adoption of the New Constitution. The day of May 5 is marked in red on our calendar. This day is a holiday, the Constitution Day of our sovereign state. Most countries in the world have their own constitution. It is like a passport that contains information about the country — its name, characteristics, the rights and responsibilities of its citizens, the president, parliament, government, and judicial system. In other words, the Constitution is the face of our state.
Writing such a set of rules for the life of the state took quite a long time. In October 1990, when A. Akayev was elected President, he announced the necessity of developing a new constitution. A constitutional commission was created for this purpose, headed by the President himself. Over two years of the commission's work, a draft constitution was prepared. Then it was subjected to nationwide discussion. Thousands of people, including even schoolchildren, sent in their proposals. The revised draft constitution, taking into account the comments, suggestions, and wishes of the people, was submitted for consideration to the Supreme Council.
On May 5, 1993, the Constitution of the Kyrgyz Republic was adopted. It is the Fundamental Law of the Kyrgyz sovereign democratic state. This means that everything written in the Constitution must be fulfilled by the citizens of the entire country. Observing this sacred duty to the Motherland is each of our contributions to its prosperity.
