The project states that the route will pass through the village of Mikhailovka in Kazakhstan, then through the Kyrgyz cities of Kemin and Balykchy to Cholpon-Ata. To implement this project, it will be necessary to lay 48 kilometers of new road. The Kazakh side will also need to modernize the section of the road 'Almaty – Uzunagash'.
Kyrgyzstan will be responsible for constructing a new bridge over the border river Chuy, as well as laying one and a half kilometers of road from the border with Kazakhstan to Kemin. The reconstruction of the section 'Kemin – Balykchy' by the Kyrgyz side has already been completed this year.
It should be noted that after the ratification of the agreement on the construction of the road by the parliaments of Kazakhstan and Kyrgyzstan, the parties are obliged to resolve the issue of land allocation for the construction of the 'Almaty – Kastek – Kemin – Issyk-Kul' highway within a month.
– The allocated land plots will grant the rights of unhindered crossing and movement of citizens of the states involved in the implementation of the project during the construction period and in the future during the operation of the Cholpon-Ata – Almaty highway. The parties intend to implement the project based on the principles of public-private partnership, and the form of implementation will be determined by a joint commission, – it is stated in the project 'Construction of the Cholpon-Ata – Almaty highway'.
The joint commission will calculate the volume of work and material resources necessary for the creation of the new road, as well as determine the amount of investment and find sources of funding for the construction of the highway. The parties will also prepare a complete feasibility study, project and estimate documentation for the project, and draft tender documentation. The construction of the road is tentatively planned to be completed by the spring of 2017.
