
The goal of the new initiatives is to reduce the consumption of harmful products
The Cabinet of Ministers of the Kyrgyz Republic is launching an initiative to amend certain tax regulations, as reported by the Ministry of Economy of the KR.
The proposed project includes a phased increase in the excise tax on certain types of alcoholic beverages from 2026 to 2029, as well as the cancellation of exemptions from excise tax and labeling for children's sweet drinks.
According to the project, the excise rates will be changed as follows:
- Spirits, vodka, liqueurs, fortified drinks, balms, and fortified juices: the rate will increase from 160 soms per liter in 2025 to 200 soms in 2026 (an increase of 40 soms). Subsequently, it will rise by 20 soms each year, reaching 260 soms per liter by 2029.
- Wine: from 20 soms per liter in 2025 to 25 soms in 2026 (an increase of 5 soms). In the following years, the rate will increase by 5 soms, ultimately reaching 40 soms per liter by 2029.
- Sparkling wines, including carbonated wines and champagne: the rate will increase from 45 soms per liter in 2025 to 50 soms in 2026, with an annual increase of 5 soms until 2028 (60 soms), and in 2029 the excise will be 70 soms per liter.
- Cognac (excluding cognac spirit): from 100 soms per liter in 2025 to 140 soms in 2026 (an increase of 20 soms). Subsequently, the rate will be raised annually, reaching 200 soms per liter by 2029.
- Beer: an increase from 17 soms per liter in 2025 to 20 soms in 2026, then to 25 soms in 2027 and to 30 soms per liter from 2028.
“These measures are aimed at reducing the consumption of harmful products, harmonizing the tax policy of the Kyrgyz Republic with international standards, and increasing the revenues of the state budget,” the Ministry of Economy added.
