The proposed document provides for a phased increase in excise tax on alcoholic beverages from 2026 to 2029, as well as the cancellation of exemptions from excise tax and labeling for sugar-containing drinks intended for children.
- For alcohol, vodka, liqueurs, and strong beverages, the excise tax will increase from 160 soms per liter in 2025 to 200 soms in 2026, with a further increase of 20 soms annually, reaching 260 soms by 2029.
- The excise tax rate on wine will increase from 20 soms per liter in 2025 to 25 soms in 2026, with subsequent annual increases of 5 soms, resulting in 40 soms by 2029.
- For sparkling wines and champagne, the excise tax will rise from 45 soms per liter to 70 soms by 2029.
- Cognac will increase from 100 soms in 2025 to 140 soms in 2026 and will be raised annually to 200 soms by 2029.
- For beer, the excise tax will increase from 17 soms per liter in 2025 to 30 soms in 2028.
The ministry emphasizes that the goal of increasing excise taxes is to reduce the consumption of harmful beverages, align Kyrgyzstan's tax policy with international standards, and increase state budget revenues.
