In Osh, the owner of the restaurant "Meerim" did not pay the city 13 million soms

According to information provided by the Osh city administration, the owner of the "Meerim" restaurant, S. Mamnova, has a debt to the city amounting to 13.6 million soms, a significant portion of which remains unpaid.

The municipality noted that in 2003, S. Mamnova acquired ownership of a plot of land measuring 880 square meters on Karasuu Street, as well as the right to a 15-year lease on a total area of 1,647 square meters. In 2010, a lease agreement was signed with her. However, in 2012, the Osh City Court recognized part of the plots — 610 and 270 square meters — as her property, but they have still not been registered in the official registry.

In 2022-2023, these disputed lands were returned to municipal ownership. Subsequently, the Main Department of the State Committee for National Security (GKNB) for the Osh region and Osh conducted an audit, which revealed that from 2011 to 2023, S. Mamnova had not made any rental payments, resulting in damage to the city budget amounting to 10.4 million soms.

According to calculations, starting from 2024 and until October 2025, the amount of the debt increased by another 3.2 million soms, bringing the total debt to 13 million 631 thousand soms.

The city administration clarified that the entrepreneur has only paid 600 thousand soms, while the remaining debt exceeds 13 million soms.
