According to the new legislation, sellers are prohibited from increasing the prices of goods before promotions and then listing the old price as the discounted one. The price indicated on the price tag during the promotion must correspond to the minimum price of the product in the last 30 days prior to the event. The only exception is for agricultural products.
The Cabinet of Ministers' resolution also amends the Retail Trade Rules concerning various promotions, such as sales, discounts, and contests. Sellers are required to clearly inform about the rules of the promotion, including the duration, names, and quantities of the goods involved in the event, as well as the purchasing conditions.
Throughout the entire period of discounts, entrepreneurs must adhere to the established prices and provide consumers with all promised bonuses. Changing the terms of the promotion after it has started is strictly prohibited.
Discounts must be indicated both as a percentage and in monetary terms. Additionally, sellers are required to provide documentary evidence of prices for goods before the start of the sale upon customer request.
Furthermore, sellers must inform about additional conditions of the promotion and possible restrictions, such as goods with damaged packaging or those nearing their expiration date, as well as the seasonal nature of the events.
In February of this year, it became known that Uzbek banks were granted permission to consider discounts on cars when processing auto loans, which is expected to reduce interest rates by 4%. At that time, it was clarified that such benefits apply only to cars manufactured in Uzbekistan.
A discount promotion represents a temporary reduction in prices for goods or services aimed at attracting customers and increasing client loyalty. However, it is not uncommon for retail outlets to inflate prices before such promotions in order to then announce larger "discounts," which is essentially a marketing trick.
