Sanctions Against the RF: In Addition to Banks, There Are Two More Companies from Kyrgyzstan on the List

The European Union has approved a new package of sanctions against the Russian Federation, which has become the 19th in total. The document has been published in the official EU journal.

Among the new restrictions are not only measures against Russian banks and companies, but also business structures from Central Asia, China, India, and Thailand.
Two organizations from Kyrgyzstan are included in this list: LLC "Old Vector" and LLC "Greenex".
According to the European Commission, "Old Vector" is the issuer of the stablecoin A7A5, which is backed by ruble deposits in "PSB Bank," one of the Russian banks.

The document states that for every ruble used to purchase the stablecoin A7A5, an equivalent amount is deposited in "PSB Bank," which increases the capital of this state bank. It was also mentioned that the project was partially financed by VEB.RF, which has become a major development financial institution.

The company "Greenex" is registered in Kyrgyzstan as a cryptocurrency exchange and is a significant platform for trading the stablecoin A7A5, representatives of the European Commission clarified.

According to the new sanctions, from November 25, 2025, the use of this cryptocurrency will be prohibited, and operators from the EU will be banned from providing crypto services and certain fintech services that contribute to the development of Russia's financial infrastructure.

It was previously reported that EU sanctions also affected the banks "Tolubai" and "Eurasian Savings Bank" from Kyrgyzstan, as well as Tajik banks "Dushanbe City," "Spitamen," and "Commercial Bank of Tajikistan."

For these financial institutions, the restrictions will come into effect on November 12.

The new sanctions package also includes measures against five Russian banks, cryptocurrency exchanges, and oil traders operating through Kyrgyzstan, Kazakhstan, Tajikistan, the UAE, Paraguay, and Hong Kong.

Additionally, the supply of certain types of plants to Russia, such as roses, rhododendrons, and azaleas, has been banned. The export of foliage, tree branches, parts of plants, and flowers without buds, herbs, mosses, and lichens is also prohibited. The European Union has also imposed restrictions on the export of plastic toys with motors, as well as toilets and bidets.
