The 19th sanctions package of the European Union includes banks from Kazakhstan, Kyrgyzstan, and Tajikistan.

In particular, the sanctions have affected the VTB branch in Kazakhstan, as well as the banks "Tolubay" and "Eurasian Savings Bank" from Kyrgyzstan. Tajik financial institutions such as "Dushanbe City Bank," "Spitamen," and "Commercial Bank" have also made it onto this list. The restrictions will take effect on November 12, 2025.

The document adopted by the European Union emphasizes the need to include five banks from third countries in the sanctions list. The restrictions apply to three categories of organizations: subsidiaries of Russian banks outside the country, large regional banks closely linked to the Russian financial system, and banks involved in significant cross-border financial operations, thereby supporting the Russian economy and industry.

The new EU sanctions package includes a ban on the import of liquefied natural gas from Russia by 2027, the addition of another 117 tankers associated with the so-called "shadow fleet" of the Russian Federation to the blacklist, a complete ban on transactions with "Rosneft" and "Gazpromneft," as well as restrictions against 45 organizations that Brussels believes are facilitating the circumvention of sanctions, including 12 companies in China and Hong Kong.
