On October 23, 2023, the countries of the European Union officially approved the 19th package of sanctions against Russia in response to its aggression in Ukraine. This package includes measures against Russian banks, cryptocurrency platforms, and their subsidiaries in countries such as India and China.

Among the new restrictions is a ban on the import of liquefied natural gas (LNG) and financial transactions with the largest Russian oil companies. The ban on LNG imports will be implemented in phases: short-term contracts will cease to be valid in six months, while long-term contracts will end on January 1, 2027.

Additionally, 118 vessels associated with the so-called "shadow fleet" of Russia have been added to the sanctions list. A ban on the reinsurance of former Russian aircraft and vessels is also being introduced.

The new list also mentions 22 individuals and 45 organizations from Russia, Hong Kong, China, India, Thailand, and Kyrgyzstan.
