Kyrgyzstan Increases Hydropower Plant Capacity and Prepares for a Disruption-Free Winter Season

The Ministry of Energy of Kyrgyzstan held a board meeting dedicated to the results of the energy companies' work for the first nine months of 2025, as reported by the press service of the ministry.
Energy Minister Talaybek Ibraev emphasized that the key task of the industry at the moment is to ensure stable electricity supply during the autumn-winter period.
According to the ministry's data, since the beginning of the year, the country has generated 11.3 billion kilowatt-hours of electricity, while consumption amounted to 13.8 billion kilowatt-hours. To cover the deficit, 2.7 billion kilowatt-hours were imported.
The restoration of the third hydro unit at the Toktogul HPP is nearing completion, which will increase its capacity by 60 megawatts. Modernization is also underway at the Uch-Kurgan HPP, where capacity has been increased by 9 megawatts, and at the Kambaratin HPP-1, where work is being carried out with the support of the World Bank for a total of $1.5 billion.
This year, five small hydropower plants with a total capacity of 41 megawatts have been put into operation, and another four are planned to be opened by the end of the year. In addition, investment agreements have been signed for the construction of five solar and one wind power plant with a total capacity of 3,150 megawatts.
During the specified period, the company "Kyrgyzkomur" extracted 655 thousand tons of coal, and more than 7,500 households gained access to gasification. New substations were also commissioned, and 430 thousand "smart" meters were installed.
The minister noted that the success of the entire energy system depends on the "responsible approach of industry workers and the reliable operation of all links in the system."
