According to information from the president's press service, the hydropower plant was built using investments from the domestic company OsOO "Zhagalmai," with a total project cost of 25 million US dollars. After 15 years of operation, the power plant will be transferred to state ownership.

In his speech, President Japarov noted that the opening of the hydropower plant is an important step for the energy sector of Kyrgyzstan. He emphasized that this project was implemented as part of efforts to ensure the country's energy security and stable electricity supply for the region. The president also pointed out that the Ministry of Energy proposed an investment agreement, which was approved in 2023, and construction of the hydropower plant began in September of the same year.

The completion date for the "Kara-Kul" hydropower plant was set for the first quarter of 2026; however, the project was completed five months ahead of schedule, which is a result of the coordinated work of specialists and construction teams.

The president also reported that national-scale projects, such as the Kambar-Ata HPP-1, are actively being developed in the republic, with preparatory work already underway. He expressed hope that after the construction of nearly 40 new hydropower plants and heat and power plants in Kara-Keche is completed, the country will be able to fully meet its electricity needs in winter. "God willing, in 2.5 years we will not depend on electricity imports," he added, urging the population to be patient in the face of the current shortage.

The president also emphasized that in recent years, the state has paid significant attention to the development of renewable energy sources, creating favorable conditions for attracting investments. The "Kara-Kul" hydropower plant is a vivid example of successful cooperation between the state and the private sector, confirming the growing potential of Kyrgyzstan's energy industry.

At the end of the event, Sadyr Japarov met with the residents of Kara-Kul, listened to their requests regarding the development of urban infrastructure, including housing construction, reconstruction of public facilities, and updating engineering communications. He announced plans to build a modern residential complex on a 10-hectare site with the participation of the State Mortgage Company.

The president also instructed to explore the possibility of updating the "Energetik" park and to assess the need for building new schools and kindergartens to improve living conditions in the city.
