Following this meeting, the head of state announced several key directives:
- The Ministry of Economy and Commerce must continue working on improving the legislative framework in the field of virtual assets;
- The Ministry of Science, Higher Education and Innovation must prepare proposals aimed at increasing the level of digital and financial literacy, as well as training specialists in the fields of artificial intelligence and blockchain;
- The State Committee for National Security, the Ministry of Internal Affairs, and other relevant state bodies are required to conduct interagency consultations and develop unified standards for security and risk management;
- The Secretariat of the National Council for the Development of Virtual Assets and Blockchain Technologies must ensure the launch of the KGST stablecoin and explore the possibility of its listing on international platforms. Within two months, it must present proposals for the creation of a state cryptocurrency reserve;
- The National Bank must begin testing the digital som platform in pilot mode.
