
The Ministry of Energy of the Kyrgyz Republic has presented a draft law concerning amendments to the existing law "On Electric Power Industry," which has been put forward for public discussion.
According to the explanatory note, this initiative aims to create more favorable conditions for the development of renewable energy sources (RES) and attract investments in this sector.
Among the proposals is the increase of the maximum capacity of RES facilities from 30 to 50 megawatts. This innovation will allow:
- to implement more efficient and economically viable projects;
- to stimulate the introduction of modern technologies;
- to enhance the stability of energy supply during winter and interseason periods;
- to diversify the generation structure and reduce dependence on hydro resources.
According to the ministry, in most countries of the region (such as Kazakhstan, Uzbekistan, and Armenia) and in European Union countries, the maximum capacity for RES facilities ranges from 50 to 100 MW. Aligning Kyrgyz legislation with international standards will create a unified legal space for attracting foreign investments in the region's energy initiatives.
These changes are in line with the National Development Strategy of the Kyrgyz Republic until 2040 and the Concept of Transition to a Green Economy. The draft law also envisions active participation of the private sector in government programs aimed at developing "clean" energy.
The Ministry of Energy emphasizes that raising the capacity threshold is a step that aligns with international practices and the strategic goals of the Kyrgyz Republic in ensuring energy security and sustainable development.
