The goal of this project is to transition to a circular economy and improve waste management systems in the Kyrgyz Republic. As part of the technical support, the EDB plans to finance the analysis of waste volumes and compositions, research on the secondary raw materials market, as well as the development of technical and economic indicators for infrastructure, financial and legal models, and the assessment of the social and environmental aspects of the project. These materials will serve as the basis for further structuring and implementation of the PPP project.

Svetlana Maslova, Director of PPP Projects in the Project Activity Support Department of the EDB, emphasized: "The project will utilize technologies that will enable the involvement of secondary material resources in the economic turnover, creating additional sources of income for the private partner. Unlike old linear economy models, where waste is merely considered as objects for disposal, in a circular economy, they become valuable assets."

It is expected that the implementation of such innovative projects will help reduce the amount of waste sent to landfills and increase the share of secondary materials in Kyrgyzstan's industry, thereby improving the country's raw material base.

Svetlana Maslova also noted that the development of the feasibility study is part of the extensive Technical Assistance Program of the EDB aimed at "Developing Sustainable Waste Management and Secondary Material Resources in Kyrgyzstan: Infrastructure and Transition to a Circular Economy." Within this program, an initiative for the development of the secondary materials market will also be prepared.

Additionally, during the conference, a trilateral agreement was signed between the EDB, the Russian-Kyrgyz Development Fund, and the Ministry of Natural Resources, Ecology, and Technical Supervision of the KR regarding the development of the Secondary Material Resources Market Development Program.
