
The authorities' goal is to replenish the budget and promote a healthy lifestyle
The Ministry of Economy and Commerce has presented a draft law that provides for annual increases in excise taxes on alcoholic and tobacco products, as well as on sweet beverages from 2026 to 2029.
In particular, excise taxes on spirits, vodka, fortified drinks, liqueurs, juices, and balms will be increased by 40 soms in 2026, and then by 20 soms until 2029.
As for wines, their excise tax will rise from 45 soms in 2025 to 50 soms in 2026, and in 2027 it will be 70 soms.
For cognac, the excise tax will increase from 100 soms in 2025 to 140 soms in 2026 and to 200 soms in 2027.
Beer, in turn, will rise in price from 17 soms in 2025 to 30 soms per liter by 2028.
According to representatives of the Ministry of Economy, these measures are aimed at reducing the consumption of harmful products, aligning Kyrgyzstan's tax policy with international standards, and increasing revenues to the state budget.
However, economists in the country express concern that such initiatives may negatively impact the incomes of local producers and contribute to the growth of counterfeiting and the import of foreign goods.
